If you're buying them through a volume licence agreement, then you generally do.They will be OEM for new PCs but we might have to look at the volume licence route. What kind of licence? What is Bios? A bios is a copy of the operating system of the system you are trying to emulate.
Now if you have the BIOS for Mastersystem, Game Gear, Genesis, 32X, and Sega CD. Create a new folder called 'bios' and directly place it in
C:emualtorsgenesis
EXAMPLES of Bios for Systems. Just search over the internet. Master System/Genesis/Game Gear are already emulated through MAME. This if you want to go through Fusion
later on. And add Sega CD into the menu.

1) go to: C:menuconfigTemplates
delete these files. Fusion.cfg and Fusion.ini.trns
2) go to: C:emulatorsgenesis
delete these these files. Fusion.cfg and Fusion2.cfg
3) go to: C:emulatorsgenesis
double click on Fusion.exe to open the emulator, for the first time. It will appear in a small screen, with static. This is normal. On top, you will see 'File, Video, Sound, Options, and Help' Click on options. Uncheck Show FPS, Uncheck Show SegaCD LEDs. Make sure Perfect Sync is Checked.
4) While in options tab, click on Set Config. This will bring up Fusion Configurations screen. There are six tabs. The first four are placing the bios directly to their corresponding system. Click on Controllers tab. This is where you can bind your controller dirctly to the emulator.
For Genesis/SegaCD/32X Controllers
Port 1 (player 1) First tab you can choose 3 button or 6 button genesis 'controls'.Second tab you can choose keyboard or your controller (must be plugged in)
Port 2 (player 2) First tab you can choose 3 button or 6 button genesis 'controls'. Second tab you ca choose keyboard or your controller (must be plugged in)
Define is where you can set up, down, left, right, a,b,c,x,y,z, start and mode on your controller
This is the same for Master System/Game Gear
5) Close out the emulator completely. This will create a new fusion.cfg in C:emulatorsgenesis. You will need to open fusion.cfg file. double click it (Notepad is fine)
Under Graphics Compatibility Options. Look for ForceFullScreen32=0. Change the 0 to 1
Under General Settings.Look for FullScreen=0. Change 0 to 1.
6) Now save. Your done. This will now take care of 32X automatically
*ADDING SEGA CD INTO THE MENU*
*NOTE!* Please follow the instructions above in the regards to fixing Fusion and adding bios to Fusion Emulator. Or this will not work properly.
You will need a keyboard and a mouse for this!

2) Create a new folder and call it scd. Place the folder directly in C:roms
3) Since there is no image of a Sega CD in the line up. You can go to C:menumachines and make a copy of Genesis.png and name it segacd. If you
don't, you will have a missing system when you highlight Sega CD. Looks weird without it. Just saying.
4) Now go to C:menuusers_dasystems. Make a copy of Sega32X config file and place it on the desktop.
5) Rename the Copy version of 32X to Sega CD.
6) Open the cfg file by double clicking on it. Use Notepad. You need to make sure the settings look exactly the one below. Once you are done, be
sure to save it. And place it directly to C:menuusers_dasystems. Your done!
